From Performance to Productivity
Principal audience: Governments, employers, productivity bodies, economists, workforce leaders, policymakers, professional bodies and institutional decision-makers.
1. The Olympic starting line: qualification is not the result
Consider an Olympic final. Every athlete on the starting line has already demonstrated exceptional ability. They have learned the event, trained the relevant physical and technical capabilities, met qualification standards and produced prior performance sufficient to earn a place. In that sense, the starting line represents accumulated productive capacity.
The final still has to be run. Qualification does not determine the result. Preparation must be converted into action under pressure. The athlete must execute, judge pace and tactics, regulate response, recover from disruption and maintain performance through the point at which the result is actually produced.
The analogy has obvious limits. Sporting outcomes are influenced by physiology, injury, coaching, tactics, conditions, chance and many factors that have nothing to do with Calibre. Its usefulness is narrower: capacity to participate and the result produced from that capacity are different things.
2. Activity, performance and productivity
Productivity discussions can become confusing when activity, performance and productivity are treated as interchangeable. They should be separated.
Activity establishes that work has been undertaken. Time, effort and motion can all be present without the intended result being achieved. Performance concerns the realised result: what was completed, solved, avoided, improved or delivered. Productive performance adds a conversion question: how reliably and proportionately was useful value produced from the people, time, capital, technology and other resources available? Productivity then places outputs in relation to inputs at the relevant organisational, sectoral or economic level.
Individual performance is therefore not identical to national productivity. It is one of many mechanisms through which productive inputs are converted into outputs. Technology, investment, market structure, capital deepening, institutions, management and many other determinants remain essential to a serious productivity account.
3. The conversion problem
Productivity policy has strong and legitimate reasons to concentrate on innovation, capital, technology, infrastructure, skills, management, competition and market conditions. IOWL does not propose replacing those explanations. Its question concerns a point that sits between productive inputs and realised outcomes: how reliably is available capacity converted into performance?
The distinction matters because increasing an input is not the same thing as improving its use. Skills can be under-used. Technology can be badly implemented. A technically strong team can fail to challenge an obviously weak decision. A capable leader can allow incentives, pressure or self-interest to distort judgement. A well-designed policy can lose much of its intended value during implementation.
This is a conceptual sequence, not an econometric identity. It is designed to make the conversion question visible and researchable.
4. Capability, Competency and Calibre
IOWL separates three complementary human dimensions. Capability concerns what a person knows and understands. Competency concerns what the person can demonstrably do and apply. Calibre concerns how, why and for whose benefit Capability and Competency are exercised, particularly where judgement, discretion, pressure, responsibility and consequence are involved.
The distinction does not imply that every act can be cleanly attributed to one of the three. Human performance is integrated. The value of separation is diagnostic: different dimensions create different developmental and evidential questions. Knowledge may require updating. Technical competency may require retraining. The requirement for integrity, responsibility and sound judgement does not become technologically obsolete, although its application may need continual recalibration.
5. Calibre is not another stage in the production chain
A sequential diagram can accidentally imply that Calibre is something added after education and skills. That is not the IOWL proposition. Calibre may already be strongly present in a person before formal education or professional training. It may also be weakly or inconsistently expressed by someone with extensive qualifications.
Calibre therefore sits across the human conversion process. It influences decisions about what to prioritise, whether to challenge, how to use discretion, whether to share knowledge, how to respond to pressure, whether private interest is allowed to displace wider responsibility and whether available Capability and Competency are exercised constructively at all.
6. The Performance Gap
IOWL uses the term Performance Gap for the difference between the level of performance that available capacity appears capable of supporting and the performance actually realised. It is deliberately a diagnostic concept, not a claim to have identified a single measurable residual.
The gap can arise for many reasons: poor process, inadequate technology, capital constraints, ineffective job design, market shocks, weak management, measurement error or external institutional conditions. The Calibre proposition concerns a narrower subset: whether judgement, integrity, responsibility, behavioural reliability and consequence-awareness explain a measurable part of conversion loss once established determinants are taken into account.
7. The Capacity Conundrum
The Capacity Conundrum describes the wider systemic manifestation of the same problem. An organisation or nation can increase education, skills, technology, capital and institutional capability while still experiencing results that are weaker, less reliable or less trusted than expected.
The implication is not that investment in capacity is mistaken. Education, skills, technology and infrastructure remain foundational. The conundrum asks why the expected return from such investment is sometimes not fully realised.
IOWL uses four diagnostic terms to explore different forms of conversion loss:
- Leadership Drag - performance lost through weak judgement, poor accountability, low trust, behavioural inconsistency or leadership that prevents existing capability from being fully used.
- Calibre Risk - vulnerability created by integrity gaps, misaligned incentives, poor consequence-awareness, misuse of discretion or normalised unacceptable conduct.
- Policy Leakage - loss between intention, implementation and real-world result.
- Fragility under pressure - apparent capability that does not hold when shocks, scrutiny, incentives or competing interests test behaviour and judgement.
8. Calibre as potential multiplier and diminisher
Earlier IOWL papers described Calibre as a missing multiplier. The more precise research formulation is that Calibre may affect the reliability of conversion. It may strengthen the realised value of existing Capability and Competency, or diminish that value where judgement and conduct are poor.
A technically excellent manager who suppresses challenge can reduce team performance. A highly skilled professional who withholds knowledge can reduce organisational learning. A capable executive who manipulates information can cause a sophisticated organisation to make poor decisions. Conversely, responsible challenge, honest information, disciplined judgement, knowledge-sharing and reliable follow-through can help an organisation realise more of the value already embedded in its people and systems.
9. Scaling the proposition from person to economy
The individual is the most direct level at which Capability, Competency, judgement and behaviour can be observed. Teams introduce interaction effects. Organisations add governance, incentives, culture, technology and capital. Governments add policy, institutions and public accountability. Economies aggregate millions of such decisions alongside market, technological and institutional forces.
This increasing complexity matters. A relationship that may be observable between individual behaviour and individual performance cannot simply be assumed to scale linearly into national productivity. The research architecture must therefore distinguish worker, team, firm, institution and economy-level propositions and use methods appropriate to each.
10. The life-course problem
Formal education and initial professional preparation occupy finite stages of life. Productive careers can extend for decades. Across that period knowledge changes, technologies become obsolete, regulations change, professions evolve and people acquire different levels of authority and responsibility.
This creates different renewal problems. Knowledge can date. Capability may need updating. Competency may need retraining or practice. The Calibre imperative is different: the requirement for judgement, integrity, responsibility and consequence-awareness does not expire simply because the tool, role or context changes.
That does not mean a person's Calibre cannot weaken or become inconsistent. A person may exercise high Calibre in personal life but fail to transfer it into organisational authority. Someone may behave reliably when consequences are small but differently when incentives, status or pressure increase. This is the rationale for Perpetual Calibre Development.
11. PCD and sustained performance
Perpetual Calibre Development is not simply additional training. It provides a continuing framework through which existing Calibre can be reaffirmed, development needs identified, Calibre transferred between domains, application evidenced and judgement recalibrated as circumstances change.
In performance terms, PCD addresses a question that one-time assessment cannot answer: does the quality governing how a person exercises Capability and Competency remain dependable as their context changes?
Post-award longitudinal measures can therefore examine what was applied, how behaviour changed, whether others observed the change, what consequence followed, whether the change was sustained and what further development became necessary. This creates an evidence route from developmental intention into repeated behaviour and results.
12. Established productivity research already recognises a human side
IOWL's proposition should be situated within, not outside, established productivity research. Syverson's review documents large and persistent differences in productivity between businesses and identifies multiple internal and external determinants. Bloom and Van Reenen connect systematic differences in management practices with productivity differences across firms and countries. Experimental work by Bloom and colleagues in Indian textile plants found substantial productivity gains following improved management practices.
The OECD's Human Side of Productivity project similarly shows that workforce and managerial characteristics explain a material part of productivity differences between frontier and median firms. Its analysis emphasises the disproportionate role managers can play by deciding what should be done and enabling or constraining how organisations use workforce skills. The OECD and ILO's work on skills utilisation separately demonstrates that possessing skills and using them effectively are different policy problems.
These findings do not prove Calibre. They establish that productivity research already has room for human, managerial and organisational mechanisms operating between productive resources and realised results.
13. Character, competence and performance
Leadership research provides an additional adjacent literature. Sturm, Vera and Crossan distinguish leader character from leader competence and develop the concept of character-competence entanglement, proposing that the relationship between the two matters to performance over time.
IOWL does not equate character with Calibre and does not treat this literature as independent validation of PVL or PCD. Its relevance is conceptual: it demonstrates that a separate human-quality dimension can legitimately be examined in relation to competence and realised performance rather than being automatically absorbed into technical skill.
14. What IOWL adds to the conversion debate
IOWL's configuration and systems contribution is to connect several functions that are usually discussed separately. It separates Capability, Competency and Calibre; defines Calibre through a Positive Values architecture; provides structured development through Positive Value Leadership; provides bounded recognition through Calibre Credits and professional standing; and extends the developmental and evidential horizon through PCD.
The same architecture is then applied to employability, entrusted responsibility, integrity, organisational performance and the conversion of productive capacity into productivity-relevant outcomes. The originality question is therefore not whether anyone previously recognised that management, character, integrity or human behaviour matters. It is whether the particular end-to-end Calibre architecture adds useful explanatory, developmental and evidential value.
15. From rhetoric to measurement
The productivity proposition only becomes useful if it can be tested. At minimum, a serious research design should distinguish inputs already known to affect performance from the proposed Calibre dimension.
- Baseline productive capacity: education, occupational skill, role experience, technology, capital, management systems and relevant organisational conditions.
- Calibre-related measures: appropriately operationalised dimensions of judgement, integrity, consequence-awareness, behavioural reliability, values-led agency and responsible use of discretion.
- Performance outcomes: quality, completion, error and rework, decision reliability, team contribution, retention, trusted responsibility, service outcomes or other role-appropriate indicators.
- Longitudinal evidence: repeated observation across changing roles, pressures and contexts rather than reliance upon a single post-course assessment.
- Independent evaluation: designs that separate IOWL's internal developmental evidence from external replication and, where possible, causal evaluation.
Firm and economy-level work would require additional controls and productivity methods appropriate to those levels. The proposition should be capable of failing if the evidence does not support incremental explanatory value.
16. The research programme is already underway
The programme begins with developmental evidence rather than a claim of proven macroeconomic effect. IOWL's Emerging Evidence architecture includes quantitative learner measures, assessed learning, qualitative Reflective Transformation evidence and post-award PCD measures. Current findings are interpreted as evidence of developmental outcomes relevant to productive performance, including judgement, self-regulation, perseverance, speaking up, collaboration, responsibility and values-led conduct.
The longitudinal task is to establish whether those changes are applied, externally observed, sustained and associated with professional or organisational outcomes. This is the bridge between evidence that PVL is affecting intended developmental outcomes and any future claim about performance or productivity.
17. Development of the proposition
The Centre for Calibre-Driven Productivity & Performance was established in 2019 to apply the Calibre proposition to the conversion of human Capability and Competency into dependable productive performance. The argument was then advanced in IOWL's December 2025 written evidence to the UK Parliament Business and Trade Committee.
In July 2026, the Ireland position paper developed the national conversion problem through Leadership Drag, Calibre Risk, Policy Leakage and Fragility under Pressure, while proposing a bounded independently evaluated demonstration. In August 2026, an exploratory briefing prepared for the OECD Global Forum on Productivity tightened the proposition further by explicitly rejecting the idea that Calibre should simply be equated with multifactor productivity and reframing it as a measurable human-quality question within productive performance.
This working paper continues that evolution. Its purpose is to make the proposition more precise, more researchable and less dependent on rhetorical claims than earlier formulations.
18. Implications for employers and government
For employers
The practical implication is not to reduce investment in skills or technology. It is to ask whether the organisation has equivalent visibility over the human conditions that determine how those assets are used. Recruitment, promotion, leadership development, governance, culture, risk and performance management all become possible points at which Calibre evidence can complement existing measures.
For government
The corresponding policy implication is not to treat Calibre as a substitute for skills policy, industrial strategy, investment or management improvement. It is to test whether a distinct human-quality dimension helps explain why similar productive inputs produce different results and whether deliberate development can improve conversion reliability in bounded settings.
National demonstration should therefore begin with evaluation, not adoption. Cross-sector pilots in education, employment and public service could test the proposition before any wider policy conclusion is drawn.
19. Research questions
- Does assessed Calibre add explanatory value to individual or team performance after Capability, Competency and role conditions are considered?
- Which dimensions of the Performance Gap are associated with judgement, integrity, behavioural reliability or consequence-awareness rather than established technical or organisational causes?
- Can Leadership Drag and Calibre Risk be operationalised with acceptable reliability?
- Does structured Calibre development alter observable decision quality, collaboration, error, rework, responsible challenge or trusted responsibility?
- Do observed effects persist as role, authority, pressure and context change?
- Can PCD evidence distinguish temporary intention from repeated behavioural transfer?
- At firm level, does Calibre-related evidence add explanatory value after management practices, workforce skills, capital, technology and market conditions are controlled?
- What, if anything, can responsibly be inferred from firm-level findings about aggregate productivity?
20. Responsible claims
Several boundaries should remain explicit. Calibre is not productivity. Multifactor productivity is not an unexplained bucket into which Calibre can simply be inserted. High Calibre does not compensate for missing technical competence, inadequate capital, bad process, weak infrastructure or adverse market conditions. Calibre Credits do not guarantee future behaviour. Current IOWL learner evidence does not establish national productivity effects.
The defensible proposition is narrower: productive capacity does not realise itself, human agency forms part of the conversion process, and a distinct Calibre dimension may offer additional explanatory and developmental value within that process. That proposition is testable and should remain open to correction.
