Central contention

Modern systems are increasingly sophisticated at developing and evidencing what people know and can do. They are less systematic about developing, recognising, evidencing and keeping current the Calibre with which that capability is exercised.

The systemic question

What governs the use of human capability when judgement, responsibility, ambiguity and consequence enter the decision?

IOWL separates three interacting dimensions: Capability — what a person knows, understands and has the capacity to do; Competency — the effective application of that capability; and Calibre — the values-governed dimension of how, why and for whose benefit Capability and Competency are exercised.
